The Payment Services Directive in brief The European Union’s Second Payment Services Directive (PSD2) is driving change and innovation in the payments industry. The directive contains two key elements of particular importance for e-commerce merchants – Strong Customer Authentication (SCA) and the emergence of two types of new regulated payment providers designed to promote increased competition and innovation in banking and finance. Today the European Parliament adopted the proposal for the Payment Services Directive (PSD) for which the ECOFIN Council had already agreed a general approach at its meeting on 27 March 2007. The text of the PSD will now be forwarded to the EU Council for final adoption.

The revised Payment Services Directive (PSD2) updates and enhances the EU rules put in place by the initial PSD adopted in 2007. This applies to all online payment transactions in the EU regardless of whether the payee is within the EU at the time of purchase. While the former Directive (2007/64/EC) only applies to intra-EU payments, PSD2 extends a number of obligations, notably information obligations, to payments to and from third countries, where one of the payment service providers is located in the European Union.
